Why cant i shift Left click to chaos spam mods

nothing works, nothing is bound to shift in "inputs"
full screen, windowed full screen no difference
WASD or click to move no difference

steam client no difference.
reset all inputs no difference
no skill is "click to attack while standing" or not moving whatever.

why just why is this a thing.
