Socket Jewels into items, +lvl mods & movement speed

Would it be balanced to allow Jewels to be socketed into items?
it could be exclusive to many Unique items or a rare socket type. +lvl mods I would like to see removed, I would also like to see Movement speed implicit on boots. I think it would be good to balance the value of mods for items, so item drops are generally valuable and situational. Currently high +lvl, & movement speed mods are the biggest essential mod bottlenecks and spikes in power & in value for items. The gameplay surrounding the itemization of +lvl mods is not the best. It is an essential mod for Endgame and XP progression for skill gems would be an interesting alternative. Movement speed mods for boots are also essential, not situational. I would like to see movement become an implicit modifier for boots. This will create a great market for normal boots. In these 2 cases I think Socketable Jewels could be more balanced. Among other fundamental balance changes between classes. I would like to see XP leveling for skill gems, that have no death penalty. That in and of itself creates a gameplay mechanic for endgame progression and a market for high level skill gems without using +lvl skill mods, or itemizing level progression for skill gems. Unnecessary cross-system complication imo.
That would only make Jewels/augumentables balancing even harder. You have the Tabula Rasa Body and it is either broken or useless, nothing in-between, which confirms balancing issues of such system. Combat Balance > Feelings
