crashing waves passive

I thinkg the passive skill crashing waves doesnt trigger anymore i tried it with spell and bow skills. I am sure i crit cause i get Arcane Surge on crit hits but crashing waves doesnt do anything.

Please check cause its a huge amount of damage thats missing.
