Can anyone tell why minion pact does not give additional damage to BV?

The spectre gets eaten by minion pact support, but no damage gets added to the skill tooltip.
Raise Spectre lvl 20 + Empower 3
Granted I use Dark Marionette and no companionship gem yet, but this build can't even kill t5 mobs with this setup.
I tested with minion pact gem slotted on and off, the damage feels the same
