Ascendant Deadeye Frenzy charge generation not functioning

Ran in circles for many seconds. It generated 1 Frenzy charge, then didn't generate another for over ten seconds when it is meant to be very 3. Would be a cool ascendancy if it worked.

I also had problems with this. But even when I was able to get it working, running for 3 seconds straight without attacking or hitting an object is not realistic in this game. I feel like the skill is worthless, unfortunately.
