Varashta didn't spawn in the map

I ran a Memory of Reverence on "Haunted Mansion" that went to these maps: 1.Haunted Mansion, 2.Excavation, 3.Park, 4.Coral Ruins.

I ran the Haunted Mansion map, then entered Excavation where Varashta didn't spawn, I cleared the entire map, checked every corner, map boss area, hidden areas and she's not there. The only 2 league mechanics I had on the map were Abyss and Essence, there's also The Envoy in there but he's at the beginning of the map.
