Solved - Surveillance anoint bug?

when anointing the Surveillance (totem notable at 5 oclock), in my case on my chestpiece, it is not giving me the additional ballista totem.

- I have watchtowers anoint on my amulet and it works perfectly.
- I put Surveillance anoint on another amulet and doesnt work

im a using it incorrectly?
