Life regen bug

I play a Jugg. I have mastery "nearby enemies have 50% reduced life regeneration rate" and I have soul of ryslatha pantheon that gives another 50% reduced life regen denial.

When I fight mobs in Delve around depth 1200 they still regen life. Shouldn't that be 100% reduced life regen?
