Harold of Ice Werewolf bug

So, I had Herald of Ice working for a long time (level 42 druid) but since about level 32 it stopped even being allowed to work. I have all the stat requirements, I've tried completely removing gear and adding different variants of gear i.e. staff, mace, talisman etc in the primary and secondary. alas, it still shows it with the ! icon on the skills table. anyone have a way to fix this?
