Level 91 and no 5th slot for support gems

What gives? Frustrating as ever... turn level 90 and don't get a 5th slot in buffs (ie. purity of fire, cast on charm use, Valako's charge) Nope, not at 91 either! I've tried taking off all gear, taking out all skills, logging out and back in again. nothing works. Sucks to get to this level and get a handicapped toon

what level are the gears?
Because granted skills that are not basic attacks depend on item's level and not character.
