I'm aware of the gem level requirements.

CWDT: Level 15, Requires Level 65
Summon Stone Golem: Level 11, Requires Level 54

and exactly how are you paying its 107 mana cost with 5 unreserved mana?

Ah, that explains it. I haven't played for a couple of years - I didn't know/remember that it was changed to cost mana!
