Herald of Ash DOES NOT ignite

Whether intentional or not, whatever damage over time Herald of Ash applies - if any - it is not ignite. It does not generate glory for Ancestral Cry nor Spear of Solaris, it does not build up AoE from Engineered Blaze notable, it doesn't scale with any modifiers to ignite and apparently that has been the case SINCE 0.1
So if it clearly isn't intended to be an ignite effect, why do you keep a misleading tooltip that ever since launch generates only confusion and baits players into creating not working builds? Thread after thread where people have to engage in guesswork of how this skill actually functions until somebody kindly puts them out of their misery saying it's not an ignite because that's how it was in PoE1.
Either the ability is bugged or the description is plain wrong; please once and for all address this issue

It's the same like Ancient Aegis bug that intentionally exist from 0.1.0 patch. You will never get answers from Devs about WHY still not fixed until one day a miracle will happen....
Ignite (and other damaging ailments) can be inflicted only via hits or pseudo-hits. The overkill explosion is neither. Maybe GGG will change something about it in the future, but currently it's just a (longstanding) description issue.

What bug is it exactly, and why do you think it exists intentionally? ES and armour increases from it are additive with other global increases.
