Quality Effects of Holy Relic

The quality effect of “Summon Holy Relic” is not being applied.

For example, the auto-heal effect of my Level 22 Holy Relic is listed as 173.7, but increasing its quality does not change the effect amount.
(I checked the regeneration on the status screen.)

Is this a bug?
