Extreme Stutter while moving/actions

This stutter is insane - I have an NVIDIA 5090 Laptop - one of the latest gaming laptops. I dont see this when playing POE1 or any other online game. I have sufficient bandwidth > 10GBPs. I reduced all my Graphics settings to medium as well.

This wasnt a problem a few months ago - i just started about a month ago.
