Slam skills hit reg issue

Hi Guys, I am wondering if anyone's run into the same issue as me regarding slam skills not hitting as if I have low accuracy then out of the blue popping all mobs at once.

Skills specifically I have used and run into this issue are ground slam of earthquake and earth shatter as well as earth shatter of predominance.

Now I am running resolute technique so I should always be hitting, the only way I can describe the issue is its like having the roll on a t17 map whereby you do no damage out of a ten second window.

The issue seems worse with larger packs of monsters and does not seem to change despite ilvl of monsters, for example if I run a t1 map I will run into the same issues and if I run a t16 map its the same.

would love some input like if its my build all of a sudden, a bug or even a network issue I would love for some help.
