Bestiary Scarab of Duplicating sometimes does not dupe the beast

I'm farming beast in 3.28 and I noticed that sometimes the beasts captured are not duplicated in my bestiary.

Is there an mechanic that prevents the Scarab of Duplicating to work, or is it a bug?

The mod appears normally in the map
"Create a copy of beasts captured in area"
