Spark blood mage rookie quesiton (Electrocute - Fork - Chain)

1- why we cant use both fork and chain for spark? is it bad idea? lets say i have fork support gem and + branching bolts passive?

2- Electrocute was popular but i dont see anyone uses for spark builds (or i didint see any). why? is it sucky sucky atm?
