Atlas map - Moon Temple (T13)

Am unable to start the map with a T13 rare corrupted map and a divine vessel in slots. Upon trying to start the map, am booted out of the map device and am told Activation failed. I do not understand why this is happening, there is nothing on my atlas tree which affects maps or anything. I did not have Maven, Eater, or Searing active. I don't know why I can't start this map with a divine vessel active, it works fine without one, but this means I cannot capture Lunaris for the last tier of the Pantheon.

Do you have Twist of Fate keystone allocated on your atlas passive tree?

I'm going to assume it's just divine vessel and nothing else. If trying to use other scarabs with it, Unwavering Vision can produce that same error message iirc.
