Lightning Bolt from Foulborn Mjolner - unaffected by Cooldown Recovery Support

After a bit of testing, it seems the new support does not have any effect on Lightning Bolt's cooldown. It alone should hit the 27%+ breakpoint, but with a .2 - .22 attack speed cyclone it only triggers every other hit. Going back up to .25 attack speed triggers per-hit again.

I'm unsure whether this is a problem with Lightning Bolt itself being (un)affected by CDR or just the support - more testing required. Also unsure whether Choir of the Storm's bolt behaves similarly.
