Chronomancer Portal Effect's hourglass has lower animation framerate than game

The framerate of the hourglass turning animation on the Chronomancer Portal effect is noticeably lower than the framerate of the portal effect surrounding it. This is rather distracting and makes the portal effect feel bad to look at, which isn't really what you'd want from something you got as part of a $240 supporter pack. Game is running with a cap of 240Hz when this bug manifests, but may manifest at lower framerates. I am unable to confirm for how long this behavior has existed beyond since at least September 2023 when it was mentioned in another thread in the Bug Reports section as an aside.
I previously posted this back in 2023 and the bug has persisted since then. I did some research to find out what the portal effect was initially supposed to look like; the 2023 core supporter packs video on YouTube doesn't show the portal's hourglass turning animation, but the preview video on the archived version of the supporter packs page does; you can find that here, then scroll down to the Chronomancer pack.
