Heist "deception" members don't appear

At start of the league I dropped some green "story" contracts from my inventory and I think it is come the problem that I cant get deception members and story contracts for them dont appear. How can I fix it. Tried to complete different maps, run over 2part of campaign for smug caches = nothing.

The order to unlock new Rogues is as follows:

Tibbs, the Giant -> Tullina, the Catburglar -> Nenet, the Scout.

Karst, the Lockpick -> Huck, the Soldier -> Niles, the Interrogator -> Vinderi, the Dismantler -> Gianna, the Master of Disguise.


It has nothing to do with green contracts or anything. The first time you run a contract with a rouge who leads to another they will bring them along.
