Incorrect (or incorrect display of) Syndicate Member movement after Safehouse

5225 strat fully set up, extremely straightforward board.

Riker + Leo in Fortification. (Janus + Vorici in Research. Not relevant here.)

- Riker was 3 star leader of Fortification, Leo 3 star in Fortification.
- Ran Fortification Safehouse.
- Forced to Interrogate leader as usual, Riker now shown as 0 star free agent, Leo 3 star Leader.
- In hideout, Riker still shown as 0 star free agent, Leo 3 star Leader.
- Very next encounter in a map = Research, with Riker now shown as 1 star Leader of Fortification. (Image below.)

This is the first time I run a 2255 strat, so this behavior may be longstanding. Nevertheless, there is either a functionality bug here, or a display bug.

If functionality bug: Leo should remain leader here, since Riker was interrogated out of lead. (Riker should then be pulled into the division as 1 star, if that's necessary for the board to function.)

If display bug: Riker should remain in the lead, downgraded to 1 star, immediately after interrogation in the Safehouse.

I've seen this bug before, but usually the board is extremely complex and hard to replicate. This however is as simple as the Syndicate ever gets, and the problem is isolated.
