Discharge Bug

I have searched this bug where you discharge and nothing happens. You have all your charges, and discharge is not on cooldown.

EVERYONE SAYS YOU ARE GETTING "STUNNED", but this crap still happens even when you are stun immune.

So what? No answers for years now?
