Cannot roll attack modifiers doesn't work on Kinetic wand

had a kinetic wand with 2 attack mods and 1 caster mod crafted with cannot roll attack, slammed it with an veiled exalted orb and it deleted attack speed instead of the cannot roll attack or just giving an error message like with annulment orbs for example.
