Blighted Maps intermittently Giving No Experience

Was running some blighted maps to level an alt and noticed a slower than usual exp gain. I typically run blighted maps on alts every league and get 2-3 levels per mid-tier blighted map.

I ran 3 tier 11 blighted maps starting at level 67 and ended at level 70. So I started at 91% exp multiplier. Maps were anointed twice for exp gain, so 90% increased exp. Last league I would've easily ended up level 72 or 73 after 3 maps.

What I was noticing was that when I was gaining exp, I was gaining a lot of it (and probably the correct amount), but there was large portions of time where I was not gaining any exp at all. I tested it with me killing mobs, towers killing mobs, being far away and being on top of the mobs. I had rare mobs that I was on top of that gave me zero exp and other rare mobs that I was far away from that gave me 5% of a level. I also tested line of sight and that did not appear to affect things.

It doesn't appear to be any kind of exp cap, as it randomly starts and stops during the map. Sometimes I was getting no exp during the early phases of the map while getting full exp after the timer ended.
