Heist Bug?

I'm playing in a private league, and trying to farm the "fragment" rooms in blueprints so I can farm Atziri. The last 8 or so blueprints that I've done, I have the fragments rooms revealed, but when going into the blueprints, the rooms just simply don't exist.

Anyone else have something like this happen to them?
