"Bound by Flame" divination card does not specify the gem recieved will be corrupted

It does not have the "Corrupted" label.

The game typically only clarifies things to avoid ambiguity.
Given that the maximum level of a gem is 20 and this can only be exceeded through corruption, they likely didn't consider it necessary. (I would be inclined to agree with them on this.) GGG do not offer first-party Technical Support.

I'm pretty sure every other div card that returns a corrupted level 21 gem specifies it's corrupted, so agreed leaving it off seems incorrect and it should be brought in-line with the way the rest of div cards present info.
