[BUG 1883200498] Event Horizon + Non-chaos Curse + Decaying Hex

Event Horizon mistakenly treats this ability combination as having the "Chaos" tag. No other positive effects work with it. Please bring this combination into compliance.

P.S. For example, Doedre's Undoing behaves differently with Event Horizon and does not cause HP and ES loss when used.
