[Windows] Market mouse scrolling with gamepad

With a gamepad plugged in, the mouse wheel has strange scrolling behaviors in the trade market. Specifically, scrolling the search results pane with the mouse wheel is weird.

When the PoE window is focused, the scroll wheel will only scroll the filters pane. When PoE is not in focus, the mouse wheel behaves as expected, scrolling whichever pane is underneath the cursor.
