No delirium mirror in map with +100% mirror chance atlas

This is 2nd time happened for me. I have +100% chance to contain a mirror of delirium. I checked every corner of the map and inside of mirage but there is no mirror. I'm also adding my atlas tree and map screenshot

My guess is Overloaded Circuits rolled Ominous Silence, which disables mirror spawns.
