Some modifiers cannot roll on Normal T16.5 map

For exp this suffix:
of Bloodlines, (20—30)% increased Magic Monsters.
It can easily get on T16 Map, but this mod only can get on T16.5 Map those have other influence but not only Originator's Memories influence.

Here is Evidence:
1. T16.5 Map those have other influence but not only Originator's Memories influence can roll "of Bloodlines" suffix.

T16.5 maps have their own mod pool where Bloodlines mod is part of the normal T16 mod pool. It's not normally supposed to be a rollable mod on T16.5 maps.

The weird part is it seems Conqueror and Elder maps are breaking some kind of logic and sometimes roll only T16 mods, and sometimes only T16.5 mods. Probably something to do with Mirage or drop source (like Interference or Miraged boss dropped maps are T16 rolled or vice versa), but not really sure.

I've sadly not been paying attention while doing my Conqueror rotas as my inventory is a little too full of stuff and its hard to tell who is dropping what.
