tuokhama's vanguard spectres

tukohama's vanguard spectres seems very bugged:
Multiple totems support doesn't work anymore, they only summon 1 totem.
Necromantic aegis with +1 totem shaper shield also doesn't work.
According to poedb they should ignore their totem cooldown and keep spawning totems until they reach the max, but this also doesn't work, they barely summon a single totem, most of the time just stand still.

In past leagues they were working nicely in the above setup, they would summon 2x2 totem per spectre, but now all of the above is bugged. I guess this is not intentional because they still have the -12% damage/totem, which i think would be pointless if it was changed to not work with the above setup.
