Pain Offering skill duration is not correct

I don't know how many times it might have been reported by others in the past.
However, the skill duration of Pain Offering is still not working correctly.

In Advanced info, I can have the skill showing with spike duration as 13 seconds. When I'm counting it with my phone clock, it is only 9 seconds.
