Impact Shockwave+Wind Blast bug

Impact Shockwave doesn't work in Wind Blast.

I can go to Clearfell as a high level with a lot of damage, I use Wind Blast on these low level monsters and it kills them in one hit and definitely should be stunning them too, but there is no Impact Shockwave, none of the other enemies right next to the enemy I killed take any damage.

When I'm fighting enemies my level I also don't notice any shockwaves from stunning enemies.

I'm also using Hollow Palm Technique, if the bug is related to that.
