Pantheon bugged, Lord Of the Ashen Arrow won't complete

My pantheon keeps telling me i need to re-capture Lord of the ashen arrow for pantheon, but it doesnt register when i capture him in ashen wood map.

Have tried 3 times, but even going to sin to deliver vessel does not unlock the pantheon, and like in previous bug report, divine vessel cant be activated with controller, nothing happens pressing A, you have to go to sin to get it, but like i mentioned earlier, that didn't work..
