Insane stutter related to network lag on random maps

Random maps will get extremely high network ping causing insane stutters and lag. Killing all the mobs eventually brings it back in line until another set of mobs appear. May be related to breach + Mirage combo and it appears more frequently with the two together. If the lag occurs in one map, it may not occur in the mirage variant. Maybe a specific mob combo with mirage effects causing it?

Changing realms did not work, tried DC, Texas, Canadian and EU servers, all the same issues. Multiple friends also have the same issue using different computer specs, in different regions Texas, Cali, & Canada.
