Map Device loses ability to add map after completing one

As stated in title, after completing a map the map device does not allow me to go back in and add another map in hideout. It requires me to edit -> scroll to change the map device look back and forth, this fixes the problem. I am unsure of anything I may be missing that could be causing this niche bug.

I have completed campaign
I have already done the initial map mission for kirac, unsure of what else I can do to fix this
