Azmeri and Abyss Mechanic

If i use a overseer tab with +2 azmeri, abyss tab with difficulty per pit + azmeri and abyss unique tablet, azmeri's do not spawn.

My sample base is not large but I clear the boss and checkpoints then scan the map. No azmeris in five or so maps. Change out the unique abyss tablet and azmeris spawn each map. I believe it is the same if I run two +2 azmeri tabs and one rare abyss tab on a map overrun with by the abyss.
