[Feedback] Add Visual Cue for Charm Procs

For upcoming Content Patch 0.5, I urge GGG to add a visual cue for Charm Procs as most times you don't even notice they're activated. When a Charm activates, add a semi-transparent version of the Charm’s icon briefly (approx. 1 second) above the character's head.
