Kinetic Blast of Clustering unplayable on 4080 super

For the past 2 days I've been encountering game breaking performance issues.

This is my last resort in trying to contribute after spending 10+ hours trying to fix my issues.

First my specs, GPU : 4080 super , CPU: ryzen 7 7800xd3, Ram: 32 gigs ddr5

Issues: ingame desync, rubberbanding, high latency induced by ability use, stuttering, fps drops, crashes, disconnects.

steps I've taken to fix the issue:
1. Reinstalled the game
2. Everything shader related, cleared shader caches in poe and nvidia folder.
3. Restinstalled current GPU drivers, downgraded GPU drivers to the past 2 versions,
reinstalled the newest one again, which is currently still active.
4. Changed every possible setting and as well as rendering device, game restart after every setting change, 10+ minutes in random maps to rebuild shader cache after deletion.
5. Windows specific settings related to hardware acceleration and game mode turned on and off on each specific rendering device.

ingame settings : Changed everything to minimum, then to maximum. Issue still persists.

Dynamic culling : enabled, Dynamic resolution : enabled, Engine Multithreading : enabled, Shadows : default, Triple buffering : Disabled, currently all other settings set to lowest possible, upscale NIS(tried all the others too), AA quality : Off, Lighting: Shadows(Default), Shadow Qual: Low, rest low.

I don't know what to do, game is unplayable. Like actually unplayable to the point where I can't complete a singular map.

additionally, my setup uses desecrate with an offering skill + volatile dead of seething and tornado on a spellslinger setup.
