How are you supposed to get Maven to witness theater of lies, courtyard of wasting, etc

I've already done all of these with maven selected, it looks like the little maven symbol is lit on the bottom right when going through Eagon.

But Maven never shows up. What am I doing wrong? How do I witness these things so I can complete the atlas?
