Pantheon Garukhan reduced shock effect not working

Hi, I have been playing this league since the beginning with soul of Garukhan + boot suffix craft for reduced effect of shock. And it worked perfectly.

But since last patch for some unknown reason only the mod from the boots works. I have 40% rolled on boots + 60% reduced effect of shock from soul of Garukhan and I tried running white maps to test it. And I still get shocked by 40%. Tried without pantheon and without boots on different bosses. Only mod from boots seems to be working.

Thankfully i'm not in HC but it was kind of a shock when i started taking way more damage than usually yesterday evening after work.
