RF of arcane devotion interaction with penance brand of dissipation (Bug Report ID: #3,811,523,703)

Tooltip for the penance brand of dissipation [activation frequency] does not show any difference with / without righteous fire of arcane devotion

However the regular version of righteous fire which grants more spell damage clearly changes the tooltip for damage numbers on penance brand of dissipation

To me it look like a bug because why two of the same gem one work and the second do not

Either both should work OR both should not work

It could also be that the tooltip just incorrectly doesn't show any difference for activation frequency for some reason, but when I tested it by playing with it, it does not seems to give 26% more cast speed, I mean it should be noticeable
26% more cast speed right?

And as i said regular righteous fire clearly adds 40% more spell damage to damage numbers on tooltip on the penance brand of dissipation
