Harvest Reroll damage not working

Trying to harvest reroll damage from fire to cold on a titanium spirit shield just says "no valid mods for this craft on this item" but it has a fire damage mod with a cold damage mod in the pool.

Also experiencing this issue when trying to convert % cold damage prefix to % lightning damage prefix on an ilvl 84 Profane Wand (also fractured). Tested on another weapon that isn't fractured and receive the same error.

I was able to successfully convert % cold damage suffix to % lightning damage suffix, but am unable to convert any % elemental damage type prefix mods without error.

Also doesn't work on Damage over Time Multiplier despite having the same tags as the increased damage, and flat damages

Can confirm, doesn't work when trying the following:

jewel with:
cold damage over time

Attempt:
Harvest Change a modifier that grants Cold Damage into a similar-tier modifier that grants Fire Damage

Result:
Harvest bench error
"Item has no modifiers of the specified type"

Conclusion:
Implementation likely only works on added flat damage modifiers

Suggestion:
Reword the craft to specify flat dmg modifiers. "added"
or
Update the implementation.
