Change a modifier that grants Cold damage into a similar tier modifier that grants Fire damage

Change a modifier that grants Cold damage into a similar tier modifier that grants Fire damage - Does not work with "of the order"

Just checking if this is intentional or if "of the order" should be able to be changed into "of the Zealous" or "of the Ardent" or similar?
