T14+ blighted maps not converting to blight-ravaged maps by blight scarab of blooming

I have tons of t14~16 blighted maps dropping while using blight scarab of blooming (Not even t16s are fully converting)
There are no t14~15 blight-ravaged maps in the market at all as well. A masssive L for blooming strat. Please fix ASAP.
