Fragmentation Rounds causing zero freeze buildup

There was a bug report for this January of last year, and this is still not fixed. The skill chills, but causes zero freeze buildup. Either the tooltip needs to be changed or the bug needs to be fixed. It says it consumes freeze, maybe coding wires got crossed and it was accidentally not able to freeze at all.

It's not a bug, it consumes freeze to trigger a secondary effect and it has Payoff tag so it cannot cause the effect it interacts with.
Also chill is indepent from freeze.
