Hive fortress doesn't count as breach mechanic for mirage?

I've been running the fortress scarab and noticed that mirage pretty much only spawns so that it's in the area for fortress by sheer luck. After blocking rest of mechanics it seems to spawn just randomly all over the map instead near to the fortress but if i switch of the scarab and do normal breaches it will spawn near the breaches most of the time.
