Getting to 14 on Eater or Exarch during astrolabed maps does not drop invite

Happened to me twice now, once with Eater and once with Exarch. On Exarch, I was not even specced into Exarch nodes on atlas tree, so there is no double progression. Beat map boss both times at 14 and no Black Star / Infinite Hunger invite drop. This is for the non-quest. Screaming and Incandescent invites drop just fine.
