Awakening Scarab not consumed

I am running the following Scarab setup:
Horned Scarab of Awakening
Horned Scarab of Pandemonium
Cartogrophy Scarab of Escalation
Cartogrophy Scarab of Corruption
Influencing Scarab of Interference

using the Maven Influence and the following Atlas Tree: https://imgur.com/a/9RryDIq

Sometimes the Awakening Scarab does not get consumed upon opening the map. By that I mean it is not being used at all, the bonuses do not apply to the map. THis seems to happen to me every second map roughly from what I have observed.
